for consultants particularly and planners these new detail changes to the wording of the regs brought in 30.1.09 (i think) effect EPS mitigation particularly for landscape and what are described as significant local populations. there is more on the BCT Yahoo chat board and i can't say i really have any kind of handle on what it means. I only picked up the fact of the change at the regional meeting this week. if you have more idea and a link to the relevant stuff please post! EN is supposed to be producing a briefing and only a test case is going to help eluicidate may be????

The above link gives some explanation which is more readily understandable than the regulations themselves. It also has links to NE and JNCC explanations.
